A modifier in the chain of a value binding: a step that delays or smooths the move of the displayed value to a new target value.

The binding starts a modifier with the current displayed value and the target value. On each later update the binding advances it by the time of the last frame, or passes it a new target value if the target has moved. The modifier writes the displayed value and reports when it has finished. The binding then starts the next modifier of the chain.
